Linkage between Local Consultative Group and Global Commitment
Bangladesh is committed to the principles of the Paris Declaration, Busan Partnership Agreement and GPEDC. In the past, several international High Level Forum (HLF) and declarations on aid effectiveness took place. The HLF (Rome Declaration) on aid effectiveness was held in Rome, Italy in 2003, followed by HLF-2 (Paris Declaration) in Paris, France in 2005, HLF-3 (Accra Agenda for Action) in Accra, Grana in 2008, and HLF-4 (Busan Partnership) in Busan, South Korea in 2011. Paris Declaration and Accra Agenda for Action together formed the aid effectiveness framework for Bangladesh.
Busan Partnership (HLF-4) built on the outcomes of the previous HLFs and proposed the creation of the Global Partnership for Effective Development Cooperation (GPEDC). The GPEDC was formally established in June 2012. The GPEDC principles, however, remain basically those provided in the Paris Declaration, but with further elaboration, sharpening, and widening of the net of actors. Busan moved the agenda from aid effectiveness to development effectiveness and also introduced the concept of differing country contexts, on the basis of which ways forward and solutions need to be differentiated. At Busan, It was agreed that a different governance structure was needed to support the broader development partnerships being crafted.
Like the Paris Principles and the Accra Agenda, Bangladesh is also a signatory of the Busan Partnership Agreement which drove the establishment of GPEDC. Currently, LCG is engaged to seek ways of translating the commitments of Global GPEDC in the context of Bangladesh.
