Fostering Development Through Partnership and Coordination

LCG in Bangladesh is the structure that provides good formal machinery for collective dialogues among the Government and Development Partners (DP). It is considered to be a key coordination structure between government and DPs. LCG supports development coordination under a national development plan, focused on results, and promoting principles of partnership, transparency and mutual accountability. It serves as a tool for coordination to ensure effective development cooperation in Bangladesh. This platform also provides opportunities to review the challenges and constraints around development cooperation to ensure effectiveness.

Bangladesh is one of the pioneers in the implementation of the aid- effectiveness recommendations and represents in this respect a model for other developing countries. LCG has already made a mark in the international arena as an excellent example of a Government & DPs development dialogue and coordination forum.  LCG mechanism is sighted in many international events, and some countries are also trying to set up a similar system in their own countries.

Profile of the Chair

Mr. Md. Shahriar Kader Siddiky Joined Economic Relations Division as the Secretary on 23 November 2023. Prior to that, he was an Additional Secretary in the Economic Relations Division (ERD). Mr. Md. Shahriar Kader Siddiky is a member of the 11th batch of BCS (Administration) Cadre. He joined as Assistant Commissioner in 1993. Later, he worked as AC (Land) and First-Class Magistrate in various places of Bangladesh. Besides, he worked in different Ministries including Cabinet Division, Ministry of Public Administration and Economic Relations Division, Ministry of Finance. He also served in Bangladesh Embassy in Kuwait.

Profile of the Co-Chair

In May 2022, United Nations Secretary-General António Guterres appointed Gwyn Lewis of Ireland as the UN Resident Coordinator in Bangladesh. Ms. Lewis brings over 20 years of expertise in international development, peacebuilding, and humanitarian affairs to the role. Before her appointment in Bangladesh, she served as the Director of UNRWA Affairs in the West Bank from 2019, where she led a team of 4,000 staff to provide essential services and humanitarian assistance to over 850,000 Palestinian refugees, including those in East Jerusalem.

Prior to her work in the West Bank, she was the Deputy Director for Programs for UNRWA Affairs in Lebanon. Ms. Lewis also worked at UNICEF, where she oversaw the Global Clusters Coordination section within the Emergency Division. She joined UNICEF in 2012 after her tenure with the Food and Agriculture Organization (FAO), focusing on humanitarian policy and supporting FAO’s country offices.

Our Journey from Inception to Impact

The collaboration as well as collective dialogue between The Government of Bangladesh and its Development Partners (DP) have a long tradition and have gone though many transformations. It has evolved in a way that has greatly broadened and deepened its significance. Based on internationally agreed various principles Bangladesh formed the Local Consultative Group (LCG) in 1997 with an aim to ensure development effectiveness in Bangladesh. In order to ensure an enabling environment for equal partnership, the Economic Relations Division (ERD) of Ministry of Finance is acting as the main agency to provide, sustain, lead and strengthen this dialogue mechanism. The LCG GoB-DP Plenary is chaired by ERD Secretary and co-chaired by UN Resident Coordinator.
