About Us
The LCG Development Cooperation Effectiveness Working Group (DCE WG) is established to provide support to other 13 Working Groups in ensuring development effectiveness in Bangladesh. The working group will also collect reports from other WGs and provide updates to the LCG Plenary periodically. It seeks ways of translating the commitments of Global Partnership for Effective Development Cooperation (GPEDC) in the context of Bangladesh. DCE WG will also support implementation of SDG 17 to strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development, and assist in organizing Bangladesh Development Forum and national dialogues of GPEDC etc.
Goal
Our Objective
The Development Cooperation Effectiveness Working Group aims to localize and implement development effectiveness principles in Bangladesh, ensuring coordinated and effective development cooperation. It provides a platform for stakeholder dialogue, advancing agendas from international forums like the Paris Declaration and supporting the government in applying and monitoring these principles. Additionally, the group focuses on implementing SDG 17 to strengthen the means of implementation and revitalize the Global Partnership for Sustainable Development.
Mr. A. H. M. Jahangir
Profile of the Chair
Mr. A. H. M. Jahangir has been serving for 20 years at Economic Relations Division (ERD). Currently he serves as Additional Secretary and Wing Chief, Development Effectiveness Wing of ERD. He has vast experience in project planning, management and financing. He worked with the World Bank for mobilizing foreign assistance for implementing development projects/programs taken by Bangladesh Government at different level. Mr. Jahangir has enormous knowledge, experiences and skills on development project financing, policy formulation, financing instruments of development partners, tools and terms of financing of multilateral financing institutions like World Bank, Asian Development Bank (ADB), Asian Infrastructure Investment Bank (AIIB), New Development Bank (NDB), UN Organizations and countries like Japan, China, South Korea and India. As Economic Counsellor, he worked with the Government of China and its SoEs for mobilizing Chinese finances for development programs/projects from June 2017 to August 2022. He gathered wide range of experiences and knowledges on financing products and its terms and conditions of Chinese Government, Chines Financial Institutions, Chinese Export Credit Agency, AIIB and New Development Bank. He has also been working as Bangladesh LDC Focal Point since February 2024.
Mr. Stefan Liller
Profile of the Co-Chair
Stefan Liller, a Swedish national, is a development worker with 20 years of experience in serving the United Nations at headquarters, regional and country office levels in Asia, Latin America, Europe and Africa.
Prior to taking up his current assignment in Bangladesh, he served as UNDP Resident Representative in Uruguay ; before that he was UNDP Deputy Resident Representative in Moldova. He has worked in conflict & post conflict in the context of low, middle and high-income country contexts. He has programmatic and policy experience in a number of thematic areas including, socio-economic development, gender, development finance, energy and environment, governance and rule of law. He has a proven track record of turning innovative ideas into programmes, advocating for the SDGs. He also has experience from the private sector.
He holds a Master of Laws and a Master of Business Administration and Economics, both from Stockholm University.
What We Do
Scope of Work
- The Development Cooperation Effectiveness WG, with the assistance of the LCG Secretariat, will facilitate the functions of all the WGs towards ensuring effective development cooperation.
- Provide a forum for establishing consensus on development effectiveness priorities. The DCE WG will seek to fulfill the commitments of high-level forums including Paris, Accra, Busan and GPEDC in the context of Bangladesh. To that end, the group will also take into account relevant international experiences on effectiveness of development cooperation.
- Utilize the LCG Secretariat to provide support to the LCG mechanism in close collaboration with the Chair/Co-Chair for ensuring effective coordination among the Working Groups.
- Promote and facilitate common understanding and integration of development effectiveness policies, approaches and efforts of DPs and GoB.This will require exchange of information on development effectiveness related matters including a regularly updated inventory of GoB and DPs on budget and off budget activities in this area.
- Monitor and provide support for the implementation of the Action Plan, adopted in the LCG Plenary. DCE WG will support in carry out yearly evaluation of the progress made by all the WGs.
- Promote harmonization and alignment of activities as well as joint work/programmes, analysis to enhance development effectiveness, avoid duplication and overlapping and provide feedback to the government, concerned agencies, and the LCG Plenary.
- Promote participation of non-traditional, emerging or southern development partners, private sector and CSOs in effective development cooperation and thereby ensuing inclusive partnership.
- Provide regular feedback to the LCG Plenary and provide update biannually on progress and constraints of the functionalities of the 14 WGs.
- Prepare a consolidated Annual Progress Report for review by the LCG Plenary. The annual progress report will be based on the implementation reports of the other WGs.
- Prepare the subsequent action plans, with clear responsibilities, actions, milestones and timeline.
- Follow up the alignment and justification of the commitments of high-level forums including Paris, Accra, Busan and GPEDC in the context of national documents of Bangladesh.
- Support SDG 17 implementation, data collection and assist in organizing BDF and national dialogues of GPEDC, coordinate the survey: UN Development Cooperation Forum (DCF), South-South and triangular cooperation etc.
