The LCG WG (Power & Energy) will play a remarkable role to ensuring energy security for the country through supply of sustainable energy services for all at affordable prices and exploit mineral resources in an environmentally sustainable manner through implementation of SDG.
Objective
Our Objective
The over-arching goal of the LCG WG (Power & Energy) is to move towards better information sharing and coordination between and among the Government of Bangladesh (GoB) and development partners (DPs) on all aspects related to power & energy and specifically to improving power sector efficiency, reducing transmission and distribution losses and alternative sources of energy.
Mr. Mohammad Saiful Islam
Profile of the Chair
Mr. Mohammad Saiful Islam joined as the Secretary of Energy and Mineral Resources Division under Ministry of Power, Energy and Mineral Resources on 07 October 2024. Prior to that, he was an Additional Secretary of Budget Wing in Finance Division. Mr. Islam is a member of 15th batch of Bangladesh Civil Service (Administration Cadre).
His academic foundation was built at the Mirzapur Cadet College. He earned his Bachelor’s and Master’s degree in International Relations from the University of Dhaka. Eager to deepen his expertise, he later pursued a second Masters in Public Finance and Economic Management from the University of Birmingham in the UK. Over the years, he extensively participated in various training programs – both at home and abroad – in areas such as public financial management, financial reform, project management and professional development.

Mr Hoe Yun Jeong
Profile of the Co-Chair
Hoe Yun Jeong, a Republic of Korea (ROK) national, holds a master’s in business
administration from the University of Washington, USA, and a bachelor’s in economics from Seoul National University, ROK.
He has more than 27 years of professional experience, including 15 years in ADB. He joined ADB in July 2009 as an Economist in the former Office of Regional Economic Integration. He transitioned to the South Asia Department Regional Cooperation and Operations Coordination Division in August 2014 as Senior Economist (Regional Cooperation) and was promoted to Principal Economist in December 2016. He transferred to the Bangladesh Resident Mission (BRM) in September 2024 as Country Director for planning and implementing BRM’s operations, drawing from his solid understanding of Bangladesh’s development journey and evolving priorities, and ADB’s long-standing partnership with the country.
What We Do
Scope of Work
The LCG WG (Power & Energy) will regularly report on its activities to the LCG Plenary. The LCG WG (Power & Energy) will closely collaborate with the LCG WG on Aid Effectiveness in all matters related to the implementation of the Joint Cooperation Strategy and reform of the LCG.
