About Us
The issue of skills development, skilling youth, skilled migration and ICT have been high on the agenda of the Government of Bangladesh (GoB), its development partners (DPs) and other stakeholders, especially during the last decade but gathered momentum with new developments in national and international levels in the recent years. Eighth Five Year Plan, Sustainable Development Goals and Vision 2041 have strong focus on human resource development which can be achieved through improving skills of youth and migrant people. Skills Development, Youth, Migration and ICT (SDYM&ICT)-LCG Working Group is a welcome move of our overall commitment towards paving the way forward for accelerated economic development.

Our Objective
The objective of the Skills Development, Youth, Migration and ICT (SDYM&ICT) LCG Working Group is to contribute towards effective and coordinated implementation of national policies, strategies, plans and programmes in the areas of skills development, youth, migration and ICT.
Mrs. Nasreen Afroz
Profile of the Chair
Mrs. Nasreen Afroz took the charge as Executive Chairman (Secretary) of National Skill Development Authority (NSDA) on 4th August 2022. On Immediately before assuming the charge of Executive Chairman (Secretary), she was working as the Managing Director of Prime Minister’s Education Assistance Trust.
Mrs. Nasreen Afroz is a member of 11th batch of BCS (Administration) cadre. Her career started in 1993 by joining as Assistant Commissioner in Tangail District. She completed BSS (Hons) and Master’s degree in Public Administration from Dhaka University. In addition, she obtained a Master’s degree with distinction in Public Policy and Management from Monash University of Australia with a scholarship from the Australian Government. She has work experience as Assistant Commissioner (Land) and Upazila Nirbahi officer at field level. She has served as Senior Assistant Secretary in Energy and Mineral Resources Division, Ministry of Primary and Mass Education and Ministry of Public Administration.

What We Do
Scope of Work
- Coordinate work within the sectors, convene meetings two times a year or as required, and act as a moderator and facilitator for work ongoing in the sector;
- Promote and facilitate common intentions and integration of policies, approaches and efforts of DPs in the sector; this would include an inventory of GoB and donor activities in the sector to be updated regularly;
- Promote harmonization and alignment of activities, an analysis to enhance aid effectiveness, avoid duplication and provide feedback to the government, concerned agencies, and the LCG Plenary;
- Contribute to ensuring mutual monitoring and accountability with GoB and amongst DPs engaged in the same sector;
- Integrate key cross-cutting issues into the work of the sectors, and coordinate on these issues with working groups specifically concentrating in these areas;
- Support communication and dissemination of best practice in operational approaches/practices with demonstrable, measurable and effective impact;
- Provide regular feedback to the LCG Plenary, and provide a one-page update biannually on progress and constraints in the achievement of goals set by GOB in the sector, area or theme.
What We Do
Specific Work
- to ensure effective coordination among key actors in the area of skills development with special emphasis on youth, migration and ICT;
- to maintain a platform to discuss thematically and technically the linkages between the issues ofskills development, youth, migration and ICT;
- to suggest policies and programs contribute to the creation of decent employment opportunities;
- to avoid duplication of efforts in different skills development projects;
- to ensure authentic data and ensure accessibility of the datain the National Skills Portal;
- to promote inclusiveness;
- to take initiative to sign MRA with international certifying authorities or other countries for the mutual recognition of skills standards to facilitate overseas employment;
- to take initiative to develop skills standards to meet the challenges of the Fourth Industrial Revolution (IR 4.0).
- Exchange information between GoB and DPs related to the progress and constraints in the achievement of goals set by GoB in the sector;
- Lead in disseminating best practices in operational approaches;
- To facilitate exchange of information among GoB, DPs and stakeholders active in the area of SD, youth and migration.
